Rafael Moreno Valle Rosas was a rising star in Mexican politics, whose life was tragically cut short in a helicopter crash in late 2018. During his decade-long political career, Moreno Valle held several important positions, most notably serving as Governor of Puebla from 2011 to 2017.
Born in Puebla, Mexico on June 30, 1968, Moreno Valle studied at Lycoming College and Boston University School of Law before entering politics. His political journey began in 2003 when he served as Deputy of the Congress of the Union for the 8th district of Puebla. He then went on to serve as Senator for Puebla from 2006 to 2010, where he worked tirelessly to promote economic development and improve public safety in the region.
In 2011, Moreno Valle was elected Governor of Puebla, becoming only the third member of the National Action Party (PAN) to hold that position since the state’s founding in 1824. As Governor, he focused on modernizing infrastructure, improving education, and promoting economic growth in the state. Under his leadership, Puebla saw significant investment in transportation, healthcare, and tourism, which helped to create jobs and boost the local economy.
Moreno Valle’s accomplishments as Governor earned him widespread recognition and respect, both within Puebla and across Mexico. After completing his term as Governor in 2017, he returned to national politics, serving as a proportional representation senator until his untimely death in December 2018.
Tragically, Moreno Valle’s life was cut short when the helicopter he was traveling in crashed near the town of Santa Maria Coronango, just outside of Puebla City. Also on board were his wife, Martha Erika Alonso Hidalgo, who had just been sworn in as the state’s first female Governor, as well as several other politicians from the National Action Party. The crash claimed the lives of all those aboard, leaving behind a devastated family, community, and nation.
An investigation into the cause of the crash revealed that it was due to a preexisting problem with a stability system on the helicopter that both the operator and the maintenance crew were aware of but failed to address. This revelation has led to calls for greater accountability and transparency in the aviation industry, as well as renewed efforts to ensure the safety of all passengers.
Despite his tragic end, Rafael Moreno Valle Rosas will be remembered as a dedicated public servant who made a lasting impact on the people of Puebla. His legacy continues to inspire new generations of leaders committed to making a difference in their communities.
